Dear Ms. Coleman:
The "Draft Unified National Strategy for Animal Feeding Operations" is too little, too late. Please impose a moratorium on the construction/expansion of these factory-farm operations until sound regulations are in place. New regulations should:
-- mandate compliance well before the proposed 2003 date;
-- require individual - not general - permits with public notice and public comment;
-- make those who own the animals in the factory farms legally liable and financially responsible for factory-farm pollution.
