In November 1998, the Board adopted the following priorities for 1999-2000:
The Campaign to End Commercial Logging on Federal Lands will emphasize public education and grassroots organizing in its effort to halt this practice. While it will be primarily offensive, the campaign will also defend against legislative attacks that seek to increase logging on national forests.
The Stopping Sprawl Campaign will focus on the local level, but will also develop strategies to help stop sprawl through action at the state, regional, national and (if appropriate) international levels. The campaign will also work on takings, land-use planning and transportation issues.
The Water Quality Campaign will address the environmental problems posed by concentrated animal feeding operations, the implementation and enforcement of the "total maximum daily load" program of the Clean Water Act, and the protection and restoration of wetlands. It will also deal with regulatory reform and other pollution issues, and environmental-quality appropriations riders.
The Wildlands Protection and Restoration Campaign will energize, support and inform wildlands protection and restoration efforts in every state and ecoregion, and Canada, if applicable. The campaign will identify a few "shining examples" of wildlands protection that will require national support and provide models for ecosystem protection. It will also deal with endangered species; the Land and Water Conservation Fund; protected areas like parks, refuges and wilderness; land exchanges; and most lands and wildlife actions at the state government level.
The Board also recommitted to continuing our programs to curb global warming, stabilize global population, promote environmentally responsible trade, and protect human rights and the environment.
