Its too bad he hasnt convinced the White House of the merits of conservation: Drilling in the Arctic Refuge, not efficiency, remains the centerpiece of the Bush energy plan. Adding to the dimness, the EPA has slashed funding for Energy Star, its highly regarded labeling program that promotes energy efficiency for homes and businesses.
