To our surprise, Energy Department secretary Spencer Abraham embarked on a nationwide conservation speaking tour this summer. "If everyone does just a few of these things, it will make a big difference," Abraham said, touting the benefits of installing energy-efficient lightbulbs and high-tech thermostats at home. It’s too bad he hasn’t convinced the White House of the merits of conservation: Drilling in the Arctic Refuge, not efficiency, remains the centerpiece of the Bush energy plan. Adding to the dimness, the EPA has slashed funding for Energy Star, its highly regarded labeling program that promotes energy efficiency for homes and businesses.
