The preeminent green Republican pumped up carbon- dioxide-reduction goals for his state, fought the Bush administration's efforts to weaken California's fuel-economy standards, and stood firm against oil drilling along its coast. He also signed the Million Solar Roofs Initiative to greatly expand solar power.
